ICAI President, G Ramaswamy, ICAI Accounting Standards, ICAI, Audit Procedures For Cooperatives

G Ramaswamy, President, ICAI

What are the current priorities before ICAI on standards for accounting?
We are giving a lot of focus on framing accounting standards and audit guidelines for the cooperative sector. This sector is very important and there is need for better governance and transparency here. Except Maharashtra and Gujarat, no other (state) government is taking strong steps in bringing corporate governance and transparency in the financial statements of cooperative firms. So, we want to lay down certain principles and procedures for our members who audit as well as prepare financial statements for cooperatives. We are meeting all state ministers and requesting them to improve cooperative (sector) audits in their states.

What does this mean? Will these standards also cover non-government organisations (NGOs)?
We will be telling how cooperative audits can be carried out in a transparent way, about the need for a uniform financial statement and also details about the disclosures required for better governance. No, NGOs will not be covered under this set of guidelines. We are working on framing accounting and audit guidelines for NGOs separately. Identification of the source, disclosure of the money and utilisation of the funds to see if it has been used for the purpose the trust was established are all key to NGO accounting guidelines.

Rahman Khan, deputy chairman of the Rajya Sabha, had recently suggested ICAI prepare some standards to assess presumptive losses/gains for a standard assessment. Is it practical?
We have received this suggestion from him. We need to see if there are any practices followed internationally. We have to discuss it with him to understand what his expectation is.

Which industry-specific standards are you working on?
We are preparing a guidance document for audit in rate-regulated sectors such as power, fertiliser, oil and gas, etc. These are areas where the rates are regulated by authorities. The guidance note will tell our members how to recognise the revenues and prepare the reports for these sectors.

The government has allows chartered accountants to form Limited Liability Partnership (LLP) firms. How will it impact the profession?
LLP is an important tool for growth. But we had several apprehensions when the government clarified we can set up LLPs. We wanted to know if LLPs could be statutory auditors, because under current law, body corporates cannot be appointed statutory auditors. The government then clarified that our LLPs formed for this specific purpose will not be treated as body corporate, which means the LLP form of chartered accountant firms can carry out attesting functions or statutory audits. They can be appointed as tax auditors or statutory auditors. It also gives young chartered accountants lot of opportunity to join together and form big audit firms.

The Adventures of Tintin Trailer, The Secret of the Unicorn Trailer, The Adventures of Tintin,

The Adventures Of Tintin International Trailer

Steven Spielberg hasn’t had a film in theatres since 2008′s Indiana Jones and the Kingdom of the Crystal Skull. Many fans found that film to be a major disappointment and a letdown in terms of delivering an exciting adventure spectacle. With his next film though, it seems like the famed director has learnt from his mistakes.
From the look of this sparkling new trailer for his next directorial effort, The Adventures of Tintin: The Secret of the Unicorn, Spielberg seems to be more than making up for the edge-of-your-seat entertainment that was oddly lacking in the 4th Indiana Jones outing.
The film does look to be constructed similarly to an Indiana Jones film, mixing mythology and action to create a thrilling adventure ride, as well as bringing a slight period setting. This is not entirely accidental, Spielberg is a massive fan of Tintin and there is no doubt that part of the inspiration for Indiana Jones comes from Herge’s classic comic book hero. For me, this new trailer conveys exactly what the film should deliver, which is intrigue and entertainment.
Personally I love the look of it and the stylised motion capture is clearly something they are spending a lot of time on and it does look spectacular. Many fans of the original comics may turn up their noses but Spielberg and executive producer Peter Jackson are trying to deliver something as close as possible to the source material.
The film has magnificent pedigree with Spielberg and Jackson behind the camera in directing and producing roles respectively, but the screenplay is penned by Edgar Wright, Attack the Block‘s Joe Cornish and Doctor Who’s Steven Moffat. In front of the camera is an impressive cast, with Jamie Bell heading up as Tintin, with support from Andy Serkis, Simon Pegg, Nick Frost, Daniel Craig, Toby Jones and Cary Elwes. The film opens in the UK in October and in December in the US. Watch the trailer below.

St. Basil's Cathedral 450th Anniversary, St. Basil's Cathedral, Moscow, St. Vasily The Blessed, Russia

 St. Basil's Cathedral
The original building, known as "Trinity Church" and later "Trinity Cathedral", contained eight side churches arranged around the ninth, central church of Intercession; the tenth church was erected in 1588 over the grave of venerated local saint Vasily (Basil). In the 16th and the 17th centuries the church, perceived as the earthly symbol of the Heavenly City,[7] was popularly known as the "Jerusalem" and served as an allegory of the Jerusalem Temple in the annual Palm Sunday parade attended by the Patriarch of Moscow and the tsar.[8]

The building's design, shaped as a flame of a bonfire rising into the sky,[9] has no analogues in Russian architecture: "It is like no other Russian building. Nothing similar can be found in the entire millennium of Byzantine tradition from the fifth to fifteenth century ... a strangeness that astonishes by its unexpectedness, complexity and dazzling interleaving of the manifold details of its design."[10] The cathedral foreshadowed the climax of Russian national architecture in the 17th century.[11]
The church has operated as a division of the State Historical Museum since 1928.[12] It was completely secularized in 1929[12] and, as of 2011, remains a federal property of the Russian Federation. The church has been part of the Moscow Kremlin and Red Square UNESCO World Heritage Site since 1990.[13]
